Notification and start decision – when the house has a kitchen and toilet
Since 1 December 2025 you do not need to notify the municipality of the Attefall house itself. But when you install water and drainage, ventilation or a stove, a notification and start decision ("startbesked") are still required. If you do not have municipal sewerage, you also need a permit for the drainage from the municipality's environmental committee.

What requires what?
| Measure | What is required | Rule |
|---|---|---|
| Placing the house on the plot (within the limits) | Neither a building permit nor a notification | Ch. 9 §§ 4–5 PBL |
| Installing water and drainage in the house | Notification and start decision | Ch. 6 § 1 item 5 PBF |
| Installing ventilation, a stove or flue | Notification and start decision | Ch. 6 § 1 item 4 PBF |
| Toilet to a private sewage system (not municipal) | Permit from the environmental committee | § 13 Ordinance on environmentally hazardous activities and health protection |
| Toilet to municipal sewerage | Contact the water utility about connection | The municipality's water and sewerage tariff |
| Electrical installation | Carried out by a registered electrical contractor | Elsäkerhetsverket |
How it works – step by step
- Check the plot. Detailed plan, boundary distance and allowance – see the plot check.
- Decide how drainage will be handled. Municipal sewerage via the main building's pipe, or a private system. For a private system with a toilet you apply for a permit from the environmental committee – it often takes the longest, so start early.
- Submit the notification. Normally via the municipality's e-service. Attach a site plan, drawings and a description of the water, drainage and ventilation installation. We send drawings and a technical description of the house.
- Wait for the start decision. The installation may not begin until the municipality has issued a start decision. The start decision states what must be shown before the house is used.
- We build and deliver. The house arrives with kitchen and toilet fitted. Your installer connects to the pipes at the foundation.
- Final clearance. The part covered by the start decision may not be used until the municipality has issued a final clearance ("slutbesked"), unless the committee decides otherwise.

Frequently asked questions
Do I have to notify the municipality of the Attefall house?
Not the house itself since 1 December 2025, if it stays within the limits. Installing water and drainage, ventilation or a stove does require a notification.
Can the house be delivered before I have a start decision?
What requires a start decision is the installation. Talk to the municipality about the timeline; we recommend having the start decision before delivery so connection can happen straight away.
Is a permit needed for a toilet?
Yes, if the toilet will be connected to a private sewage system, a permit from the municipality's environmental committee is required. If it is connected only to municipal sewerage, that requirement does not apply.
Who submits the notification?
You, as the property owner and developer. We send drawings and a description as supporting documents.
